Why are the Irish so Damn slow at counting elections?

I'm not sure that you understand the system at all.
Say the quota is 10,000 and Jack is first to be elected with 11,000 first preference votes. There are 7 remaining all well below the quota.

There are 3000 non transferable papers. Rosy is from the same party as Jack and half of all 11,000 voters who voted for Jack voted No 2 for Rosy. . Explain how Jack's surplus is distributed to Rosy.
