Kagame has ben accused of causing the attack of the Rwandan President Juvenal Habyarimana, a Hutu, when his plane was shot down above Kigali airport on 6 April 1994. This attack kicked off the most efficient genocide in history, one million in one hundred days, beats the Nazis for all their efficiently
The most efficient genocide in history occurred 800,00 Tutsis in "the hundred days" occurred.
The Tutsis have for centuries dominated the Hutu, the Tutsi are a Nilotic people who arrived in Rwanda in the 17th century.
The Tutsis are known are the Jews of Africa.
Interesting no?
I don't know his full background, but he's as competent a leader any African nation could hope for.
A sort of African Pinochet, but better at concealing his authoritarian instincts.

Have you read Shake hands with the Devil by Lieutenant-General Romeo Dallaire, who was the UN commander before and during the time the genocide happened?

No.

I'll look into it.
That poor bastard was put into a horrible position, the UN completely betrayed him, he warned them a massacre was coming and Koti Annan blanked him, he asked time and time again for reinforcements which were denied.
There is a documentary of the book, the poor bastard actually believes he met the devil in Rwanda, which he may have, he was found drunk overdosed on a park bench in Quebec, a General, second to the President, God bless the poor man.

So South Africa will end up with an imbalance of another sort called a shortage of competent doctors. Apparently a doctor's skin color is more important than whether they are competent or even good at their job. Oh I am sure South Africans are just over joyed at the thought of being operated on by someone who would barely if at all pass medical school in any Western nation. Some poor South African is going to be having the wrong kidney removed under this new hiring scheme.

Identity persists, regardless of who is in charge, as the mixed-race population of South Africa have discovered.
"It is all about the blacks. The 'Rainbow Nation' is a big lie!" complained Dalene Raiters, a South African mother from the "Coloured" community.

"We are not black enough," added her sister who has also been unemployed for years. "We are not part of this country. We were marginalised during the apartheid and even now," lamented Dalene, getting into her stride about the discrimination of which she insists she is a victim.

"Our people live like mushrooms. Four generations under the same roof," said Elizabeth Raiters, seated in the living room of the family home in the majority "Coloured" township of Eldorado Park, an outlying suburb of Johannesburg.

In total, nine people -- soon to be 10 with a baby due -- live in the property, which has a small bedroom and a hut in the yard.

Elizabeth applied for social housing to ease the squeeze -- but that was 17 years ago, and failed. She is convinced it is because of the colour of her skin.

Apartheid legally divided South Africans into groups of whites, blacks, Indians and "Coloured," a term meaning people deemed to be of mixed race.

The remnants of system were swept away a quarter-century ago, and today the notion of race remains as discredited as is segregation. Yet the term "Coloured" is still widely used today -- and complaints of exclusion are common.
This description of the fate of mixed-race people in post-apartheid South Africa should be informative for those who want to know how things are likely to go for their various mixed-race friends and family members in a SHTF scenario.

When identity and law conflict, identity reliably wins in the end.

Modern Rwanda Millie.

Paul Kagame runs a tight ship.

Many Africans see Kagame’s Rwanda as a model. They are wrong

WHEN Paul Kagame was 28, he helped topple the government of Uganda. At 36 he overthrew the government of Rwanda. At 39 he ousted the government of Congo (which was then called Zaire). It is hard to think of another leader who has won so many wars, against such repulsive enemies, on such a tight budget. Mr Kagame is perhaps the most successful general alive, and this is only part of his claim to renown. The boy whose first memories included watching his village burn, and who went to school in a refugee camp, grew up to stop a genocide. As a rebel, he said he had no political ambitions. He has now ruled Rwanda for 23 years, during which the country has been transformed from a blood-spattered wreck to an orderly society with robust economic growth, falling poverty and declining inequality. Many African leaders see him as a model to emulate. He is not.
Of course, the Econartist are trying to save face in that last sentence.

Realistically, he's the best leader they could've ever hoped for.

They're called 'One Party States' ;)
You know, where 'democracy' is in the window, and any opposition is shot in the back rooms.
Botswana is a land with very little going for it, except a bit of ecotourism, about 75% of AIDS, and of course a lot of inherent corruption - try keep out the back rooms... or you might not last long.
