I don't see how that law would stop people viewing porn or other banned websites using VPNs.Anonymous and free porn access is banned in Israel by the way. This ties in with the observable notion that porn is a means to political control:

unlike the West, Israel protects children from porn, while peddling it to our kidsUnder the terms of the bill, anyone wanting to access pornography online would have to tell their internet service provider, either by writing to them, ringing them or getting in touch their website.
