I can only assume that the part of your spurious OP that I didn't quote is an entire article, given you decided not to credit it with a link (another big no no in this jurisdiction).

A CLIMATE WARNING. “Any global climate change deal reached in Paris next month will be legally binding and have a concrete impact, France's foreign minister said on Thursday, reacting to U.S. comments that questioned the status of the accord. U.S. Secretary of State John Kerry was quoted as telling Wednesday's Financial Times that December's agreement was ‘definitively not going to be a treaty’. His French counterpart Laurent Fabius said on Thursday that, unlike previous negotiations, the Paris talks were not just ‘hot air’ and Kerry was perhaps ‘confused’.” (Reuters)

CALM DOWN, EVERYONE! The folks over at the consulting company Climate Advisers argue that there’s less than meets the eye to the transatlantic tiff noted above. “What’s going on here? It’s a disagreement on terminology, not substance. Kerry was using domestic U.S. terminology, indicating that the agreement would not need to go to the Senate; while Fabius and EU diplomats were indicating that the treaty would be binding under international law. Those two ideas aren’t in conflict, but the two countries were talking past each other,” the group said in an email to reporters.

Obama is trying to build momentum for a big global climate deal in Paris, and he got a nice boost with the Organization for Economic Cooperation and Development agreeing to cut subsidies designed to help with the export of technology for coal-fired power plants. (Juliet Eilperin)

The Paris accord does not aim to cut emissions. It cuts then in developed countries and allows more in India and China.

It measured per capita , if there are already high emissions per capita, you have to cut back and hand your manufacturing to India and China. When it comes to making engineering products like gear boxes they put in bad quality steel and they break in short time.
