Bartra Capital Ltd, owned by Richard Barrett, a former business partner of Johnny Ronan, is one of 25 companies competing to build social housing and lease it back to the state.
Kelly agreed to the meeting following an approach from Frank Flannery, the former Fine Gael strategist who was named in the Panama papers leak last week.
The meeting on October 7 in Leinster House involved Kelly; Mike Flannery, the chief executive of Bartra Capital; two officials from the Department of the Environment; and Frank Flannery.
This is yet another striking attitude from Alan Kelly who has a history of doing similar things, back in December Alarm bells rang with his secret meetings when he held a meeting with another state tender bid.
As usual the Irish media ignore these ongoing and allow ministers to perform such acts without any questions being raised.
